Nomadism building law bonus and pastoralism MIC

Sorry for my revisit to this subject, but something is still bothering me.

Now, nomadherd highkingh is not a nomadism building, but a pastoralism one. It cannot be build in a province with the nomad resource, you must have had pastoralism without a nomadcamp MIC, and you must then build nomadism and retain the pastoralism MIC (which some may consider cheating).

Is this intentional?
Shouldn't it be

, which would be the final nomad MIC?

(Besides, pastoralism originally had a law bonus 2 for the nomadism MIC nomadherd highkingc, so I guess they got mixed up.)
