how do i make it so that i can build more than one temple in a settlement (like rtr)?

I am not positive because I have not looked at the RTR code, but my guess would be that you would have to create the extra buildings without the phrase "temple_of_" at the beginning of their internal names.

Just the tree name, not the individual buildings. See the EDB Guide.
