Problems with the Celtic Reforms

I looked up the requirments but there not making much sence,
Casse Arverni & Auedi all need 4 L3 markets {Great Market} each or is it combined , 4 in total ?
Cause im pretty sure i have 4 L3 markets with Casse.

And Same question for the second reform

I got the time of bondsmen with the Arverni campaign, the celtic factions need 4 great markets combined. But I built them all myself, after I got them I had to wait one extra turn to make it happen.

Of course you activated the script every turn.
