Quick question about type 4
Is there any real negatives to type 4 governments? Playing a Romani campaign, my favorite faction except for Makedonia, I made every city east of Italy a type 4 government so I could expand quickly and they all have stone roads or highways, schools, ports and ship builders (if on a coast and able), level 3 and 4 barracks and are able to produce a nice variety of troops. Most even have massive temples to Jupiter and as many happiness and law buildies as I can build. The only real difference I see is I cant build Roman barracks, which are not available anyway, and I can't build academies like in Roman cities.

As opposed to what, Type III governments? You can't move family members into settlements with Type IV govts. without a hit to public order, which can be an issue when you have an ill-feeling general just come back from an arduous campaign.
Also, the Allied Generals, which you recruit to govern settlements with Type IV govts., can have some ridiculous upkeeps (around 1,000 mnai for the Hellenic general).

That's why the Celtic lands seem to be tailor-made for typeIV governments. Their recruitable generals are very reasonably priced (on the upkeep end), about what you'd pay a unit of elite infantry. Also, the upkeep on the Greek and Eastern merc generals does fall in line with what you'd pay for a Hellenistic(Hetairoi) or Persian(Grivpanvar) top-end elite cavalry unit, though the Greek merc general is a bit overpriced, since it's equivalent to Lonchphoroi (Tier4). The Eastern one actually earns its 1100 per turn though, since they are the BG versoin of Grivpanvar(Tier5).
