A little something I, personally, tend to refer to as the "siege reform". Long story short, it's a pretty arcane trick for controlling the availability date of certain units (those with their primary weapon type defined as "siege" in the SP EDU, specifically); also used with the Hellenistic cataphracts and a few other similar "late-era" units.

I noticed that "+1/-1" note on a number of Karthi barracks in my current campaign (236 BC, defending in Capua, rolling toward Alexandria and tenatively touching the Pyranees).
I also noticed I can build up to 4th level regional MIC's in Spain with a tupe II gov, but seemingly nowhere else. Handy for buiolding Loricati and Lanceraii so I guess that explains why it has been allowed...it is intentional, no?

I'd assume it's intended to help compensate for the fact that Carthage can only build Type I & II's in a small handful of locations. The Iberian regionals are great, though, so it's not a huge drawback. Those Lancearii seem to last forever.

I think its an attempt to model 2 factors: 1. the Karthis had a major settlement at Mastia=New Carthage (which the devs wish to represent as a type 2 gov) and raised elite local troops (which require a level 4 MIC). As usual they seem to have acheived a decent balance within the engine's constraints. If RTW is the Matrix, these guys have built Babylon. Heh heh, geddit?

If I read the reforms FAQ right, he has to build 5 of those, take some target cities and wait until that late 3rd century date (was it 235 BC?). Then he gets the new troops (including sexy Iberian assaulters). Yee haw! Although I must say sacred band cav, African pikes and elite African assaulters are getting the job done for me. Don't forget to burn Ambrakia aswell if you have the time! Althoug Rome/Barbaropolis does burn faster... and it looks a little better too:clown:
