It seems, pirates and pirate rebels are now separate factions post 1.03. Playing as French, once I conquered Trinidad and Leeward Islands, all pirate fleets disappeared despite "pirate rebels" still holding Curacao at the time...

Can you interact diplomatically with the pirate rebels?
Pirate rebels are separate. When you take em out, you don't get a faction destroyed message. And you also get a PO boost for taking the province as if you fought just any other rebel.
