Casse: Cant build barracks

Im playing as the Casse atm

In Camulosadae im building a Armory, Stabling and Drilling fields, I just noticed it stucks when it has 1 turn left to complete.
I think it has something to do with a reform but Im not sure what. Im atm in time of bondsmen (is it normal I also still see the "Time of freeman" marker?)

Can anybody explain me what I should do?

The reform markers will appear, but you cannot destroy the old ones. It's normal.

I'm sorry to say, but you will have to stop production of those barracks. A bit of time wasted, I'm sure, but you get more units anyways.
