Saka reform

I have occupied every saka reform city except antiocheia margiane, and i have held alexandria escharte for about 20 years, and taksashila (which is my newest city) for more than 4 years. The year is 254 right now. what else do i need to do to trigger the reform (I had the Saka Reform marker for more than 10 years now)

You have started the script each time you played EB?
You've upgraded your MIC's?

Then you should be able to train the Indo-Greek units...

For the reformed Saka bodyguard you'll have to wait until the Vanilla Marian reforms come along.
