multiple senates

i saw in XGM-XC that carthage and rome both had a senate. how was this done?

That's actually not quite how it works. For a while both Rome and Carthage has the same senate. Now I believe the factions that receive missions are Carthage, Gaul, and either Pontus or the Greek Cities. There has only ever been one senate; it's just served multiple factions.

oh, so u mean those factions get missions from the senate like the roman families except they're not allied together?

Basically. You'd have to talk to Zarax to know more. He's the one who came up with the idea and did most of the modding.
