Armenia Government Help

If this has been asked I apologize, but in my game playing as Armenia I cannot build anything but Type III and IV government buildings, even in my starting city of Armavir. None of the cities have "Homeland Province" all are "Alliances Available" only. Any way I can fix this or is this just a bug that I need a patch for? Thanks.

Hayasdan needs to go through a reform before Type I and II governments can be built anywhere.
