MIC's and government buildings, newb ?'s
I'm new to EB. Before I start a campaign I want to make sure I understand MIC's and gov building options. I have read the FAQ about this subject and I'm still confused. I plan on only playing as the Romans.
Questions: (I will be playing RTW gold with Alexander with EB 1.2 with fixes with the Alexander EB mod that is in the unofficial section.)
1)As I understand it, a "MIC" for a city represents all of the military buildings?
2)Do you have to build/upgrade the original MIC or is it already in a settlement?
3)Do you have to upgrade the MIC over time or does it happen automatically?
3a)If automatically, what triggers the MIC to becoming more advanced?
3b)If you upgrade it on your own, when do you have that option?
4)Does a MIC have anything to do with the type of governement, meaning if I change the governement will I have to restart the MIC process?
5)Where do I see the government type options available to each city?
6)Where am I able to read more about each type of government (pros/cons)?
7)I plan on making as many places homeland or colonizing type governements as I can. I'm not forsure with what types of governements are in Italy cities or the surrounding cities at the start of the game. If I am at a colonizing type city, can I see the homeland government option to build? Or do I have to destroy the colonizing type of goverenment first, before I can see if I'm able to build a homeland type government?
8)In other words, do I have to destroy a lower end governement to be able to see if I am able to build a higher end government at that city?
9)What cities are allowed the "homeland" status for Roman gameplay?

1. jup(Military Industrial Complex)
2. you can build MICs like any other buildings, sometimes there already is a MIC of your Faction and you can simply upgrade it, most times tho you will have to build a level 1 MIC yourself.(you can destroy most enemy MICs)
3. you click the build button, you pay the money, just like in vanilla
4. yes and no but many people see it as abuse to leave a high level MIC in a city when you change the Government to one that does not support this MIC Level.
5. Every settlement has a "building" that determines which governments can be built: homeland: all levels; Subjugation: levels 2-4; Alliance: only level 3 and 4.
6. in the Discription of the governments. every faction has its own set of boni attached to the different governments but in general the government only determins which buildings can be built in that settlement:
level 1: all non location related buildings(docks can only be built in certain provinces and some buildings can't be built in steppe regions...) Maximal level Factional mic which supports your original(hoplites for greeks, legionaries for Romans etc.) troops (amung them your elite troops). only level 2 regional MIC which supports native allies(mostly local levies but in some regions you get real kick ass units).
level 4: only basic buildings can be built Maximal Regional Mic but only level 2 Factional mic.
2 and 3 are inbetween.
oh and Family members get bad traits from governing in a level 4 Government(the inhabitants feel their Local autonomy is infringed)
7. generally that is the right stategy but romans have the "problem" that thier factional troops of the Camillian Era are not availible in many homeland regions thus it may be wise to first build level 4 or 3 governements as they are a) cheaper and b) are able to train higher level locals. when you hit your first reforms you can destroy the old governments and build "better" ones in place of them. see 5.

PS for homeland it's a bundle of wheat, subjugation a spear in the building list.

Questions for #5 answer:
1)Does this change at all as the years advance, meaning will I have to relook to see if a city that had the "alliance" building, now has the "subjugation" building? Or does this "building" stay the same throughout the game?
2)Where can I see this building?

3)Lets say I have a level one government. Eventually I will be able to build the highest factional MIC. Are you saying that I will also be allowed to build a regional MIC too?
4)So in all provinces, regardless of government, I can build a factional MIC and a regional MIC? So the higher the governement number, the better the regional MIC and the worser the factional MIC?
5)I'm mainly going to be building roman units, with some supporting archers and such. Is a regional 2 MIC good enough to get the best archers/supporting-troops? For example, when I take crete, do I have to put a high number government to get the high level regional MIC to get the best archers or can I still get good archers with a lower regional MIC?
5a)If there are areas that I should have a high level regional MIC, meaing a high number goverment, where are they?

I'm quite sure the Romani (and perhaps other factions as well) has a reform (or more) that expands the area where you can get lvl 1/2 governments. Other than that, they don't change, no.
(Edit: it appears from burn again's post that I was wrong on this one, sorry. I'm really not a Roman player. Never mind. :shame:)

Up to a certain level, yes. It won't be very high, though. In a level 4 it's the other way around, whereas 2 and 3 are transitional forms between those two extremes.

I can't really answer this question other than by offering two ways to find out yourself, for this case and the future. One is the recruitment viewer, though it's a little outdated so not 100% correct. The other is to do what I do and test it manually when you conquer the settlement: save the game, then use the add_money cheat if necessary and the process_cq cheat to immediately build each government and MIC to see what you get. Then load the save and make the choice.

1) AFAIK this changes only for the Pahlava and Hayasdan through reforms, not for the Romans.

5) For Konny's Roman Unit Guide: The black dots to the left of the unit picture tell you what number local baracks you need? So if there is two dots, then you can have a level 1 government with a level 2 local MIC to be able to build it?

Basically yes, but I don't know if he took the pictures from the old recruitment viewer which is slightly outdated.
The fastest way to find out what you can recruit where is probably to use cheats like add_money and process_cq to test it, then decide what to build and reload.

Good idea about using the cheats.
As the Romans, it doesn't matter what period/reforms has happened when it comes to local troops, correct? Or is that selection tied into the period/reforms for the Romans or another factions reforms?

Yeah, locals are not affected by reforms. It is just that after the Marian reforms you will probably want more lvl2 govs because you can recruit factional troops there instead of locals.

No, reforms for local troops dont matter. For example, Romans can recruit Brihentin in year 250 while the Gauls would have to wait til the time of Soldiers reform, probably more around 230 or so.
