Best Government Unit Wise

A while ago i saw a thread that had a picture of the whole EB map and showed the best government type in each region considering which one would give you the best units.

I failed to favorite that page and now i can't find it, even when i try searching all the things i have searched before. :wall:

I am sure i look like a noob right now, but can someone help me find it?
