how to make sure you trigger the roman reforms

I noticed in the FAQ section that it tells you how to trigger the reforms. But how do you make sure you have a character that allows the second and third roman reforms to happen. Is it as simple as keeping the characters in Rome with a high tax rate and a high academy series building? So eventually they will get the needed traits for the reforms? Or is there something that I should do to make sure I get the character? For the third reform, I need a character that is selfish, correct?

There is a cheat for adding traits, i dont realy remember it since i am not using it, but if you check in google i bet you can find many sites with those cheats listed.

By the time you get near the "Marian" Reforms, you should have so many family members that some of them are close to what you need to get the reforms. Often times, you'll get "Potential Reformers" before you even get to the date.
