when to attack??

when i open the game i see a building at each settlement which tells me that i should wait to attack. any advice on this what year is best to start attacking players...should i wait until this year before expanding at all??

it's a little different from the way i am used to playing the game..

It says something like wait 20 years, so wait whatever period of time the info building specifies.
