IIRC this was only for hellenic factions done, so if you're not playing any of them you won't get them.
I play too with ALX-RTW.exe and it works fine, maybe you changed anything in the trait file?

I usually play Rome or Sweboz and have never had it before. However, in my trial AS game I got it, I am almost certain I did not for Baktria though. I will tell you when next city falls...

hellenic factions only? that's complete falsehood.
If you play the Romans, be sure to leave a Family Member in the most important conquered settlements so they can act as governors. After a few turns (i dunno how much exactly, but i think it was 1-2 in my campaign) the gov-nor will get a trait "provincia XYZ" (or sth like that), where XYZ stands for the name of a given province, for example Sicilia, Hispania Citerior, etc. Move your cursor on that trait and it will show you info about history and geography of that province. I also like it, it's very rewarding.
Baktria also gets something of this sort, but in their case it's the conqueror of the settlement who gets this trait, not the governor, for example "nikator Sogdiane" for Sogdiana.
I might be mistaking about the names, but i'm absolutely sure about the traits themselves - been there, done that.

You are talking about the governor and provinces system of the Romans in EB, what is not meant by lionhard.
Note that Bactria is also a hellenic faction.

Ok guys well im gonna start a seleucid campaign next, it hink all factions should get this system where it gives you information its kinda a waste just giving it to the hellenic factions :s

You can only give such texts to factions whose cultures bequeathed such explanations of the lands. Geographic changes a lot in 2000 years, unmentionable the durance of human settlements, so to be historical correct you need sources from this time, or at least from this period EB is settled in.
I'm sure we'll see those descriptions or anything related in EB II for more factions.

You can see in the export_descr_character_traits.txt which faction gets which trait, just search for the GeneralCaptured[cityname] traits. The Strabo-traits are reserved for hellenic factions only, but there are traits for other factions as well, it's just that hellenic factions get by far the most of them. For example celtic factions get traits for Galatia, Attuaca and the two irish provinces, Romans get traits for Athen and Korinth, Carthagians get a trait for Rome etc. However not all hellenic factions do get the same traits, as seleucids I never got the trait for capturing Thermon, but did get it as KH.
