Settlements queiry

Now im looking at RTR fate of empires atm and they have 199 settlements, im not sure the therory behind this i think 99 of them are forts modded to be small towns that cant be upgraded, but still, cant EB 2 do the same thing will makeit so much better? Their is space for it with the bigger map

Those cities in RTR are regular cities, just with recruitment and buildings disabled.

EB 2 will use the MTW2 feature of PERMANENT stone forts for rapresenting some cities. At least i think so

Yeah there are already 199 settlements in EB, but like anubis said PSF's are likely to be used to represent more.
