2 turn recruitment

I have changed the files, and have given all units 2 turn recruitments. My question is does it also take the AI 2 turns to recruit units aswell, or is it just the player?

Well theorically it should work, however buildings should also take some turns (big barraks something like 12/15 turns for example) but the AI get em almost inmediatly or 2 turns after conquering a region, soo i would expect the same with units (normal recruitment ).
