Graphics card is fine. Not going to pull out all the stops (and might have to disable AA etc.) but the driver should support sufficient Direct X 9 features to make RTW run...
... but it would be the CPU and RAM which are worrying. I guess it'll play and run but I doubt that it will be anything you could consider “snappy” on that CPU. That amount of RAM is simply not a lot to be playing EB with (though people have managed on 512MB with Windows XP, so I guess it will work), expect to see some good old hard disk trashing.

The game will technically work, but I think it's safe to say that it won't work fine (in any sense of the word). My main concern at the lower-end specs would be the CPU, and at higher-end specs the RAM. But all of the tech aside, you mention that this is a netbook. Will you be using an external display? I ask because most netbooks only go up to 12 or so inches diagonally. I like netbooks for portability reasons, but I play EB on a 17" notebook, and if I finally get that TV, on a 32-40" LCD screen. I don't like to put strains on my eyes :$

Vartan, yeah I am planning to stick with a 10.1 inch display... :S
And Tellos, what exactly did you mean by hard disk trashing? Is that freeing up space on the HD, because mine is more than half full now.

It's when the OS is swapping contents from RAM to disk and vice versa as fast as it can (which is limited by the speed of the disk) just to keep the system going. Because disks are so much slower than RAM it means the entire system slows down to a crawl.
