Interloper

Hello all.

I'm playing as Aedui and have recently captured a foreign settlement. I have set up a type 3 government and have just placed a family member there. Every turn however he causes an extra 5% unrest as an Interloper. I really haven't quite got the hang of the government system yet as it's my first playthrough.

Any advice gratefully received, thank you.

Check the building panel to see if there's a damaged lvl 4 government still left. There's often several such structures in the settlements you take from the AI, and destroying one is enough to build your own.

There is a level 4 building damaged there! I shall go and check it out after work, thanks.

Always destroy ALL the existing government buildings in every town you capture.
