Besides hiring mercenaries, can Rome ever build them like the medium Samnite infantry? I have looked on this board, no luck. Would love to be able to reinforce and grow the units.

You can see all units in the EB unit list.
The heavy Samnites appear to be mercenaries only.

Only during the Camillian era I believe.

You have the Pedites Extraordinarii, your own version of them, which is even better.

During Camillan Era you can in Capua and Arpi at least.
