I cannot find the Celtiberian Heavy Inf. in the recruitment viewer. Have they been forgotten or removed?
I think they were added in a later update than the recruitment viewer.
The RV hasn't been updated since 1.0, you're better off looking at the Unit List.

They most certainly are to be found in the RV (whose latest version is 1.1).
