Casse Reforms Problems

I haven't received the Time of Soldiers Reforms despite having 6 Large Cities 12 Great Markets and 6 Fortress Temples. Is the FAQ outdated? I seem to exceed the conditions given.

I'm not sure if there is a delay time for that reform, did you progress one year or two?
Don't know the right names in the game, but you will need both L3 markets and L3 temples for the counters.

Ah, I've got them now. Didn't realise there was a delay, and to think I spent ages trying to find an answer when simple patience would have sufficed :)
