Need Your Help and expertise, Please

I am playing Rome Total War and I thought I was close to finishing the game for there is only myself (Julii) and one other fraction left (Brutii) I have sent army's to surround their towns and their Army's, I have produced a Navy that is as big as theirs and I own more territories then them all other Fraction's have been destroyed, except for the odd rebel force. They keep attacking me, obviously because I am on their door step, but for one reason or another the game will not allow me to attack them, is this a glitch in the game? am I screwed? All the time and effort I put in was for nothing? Every time I try to attack it say they are a alley and I do not have enough public support, but yet I own everything??? Is my Game finished?

I believe since you are both Roman factions you have to have the support of the senate or people before you can attack them. I don't know if that is completely correct since I haven't played RTW in a while.

How do I get the support of the people, I own pretty well all the territories and my cities are large cities, I can't see what else I would have to do, I keep hitting the hour glass at which time they keep attacking me and for most of the time I keep winning the battles, but them when it is my turn, it won't allow me to attack them?

It has just been too long since I played RTW to know exactly what you need.

It's been a very long time since I've played vanilla RTW... I think the option to seize power is on the Senate screen? Normally you just get it when your empire is getting fairly large.

If you're one of two factions left I'm kind of surprised your not getting the senate mission for your faction leader to kill himself. Refusing that is another way to end up at war with the other Romans.

Hey Guys thanks for your responses I have been looking around and have yet to find my answer, With regards to Helmet Beckers response he is correct a long time ago I was notified to kill my Faction leader and obviously that is when the senate declared war.

That is when I was fighting everybody except for the Brutii, because they were across the ocean and I had enough problem's all around me. Those problems have now been eliminated and I have landed troops everywhere across the ocean, I have even sent a diplomat to various Brutii cities to try to entice them into war and all they say is we will take our chances, I have sent assassins to kill their leaders, which it allows me to do, but the game still does not allow me to attack with my armies, maybe it is because I used some cheat codes throughout the game??? Either way it is looking dim for a total completion.

Hey Guys, I would like to thank everyone for trying to help out, but at midnight last night I was able to engage the other fraction. I was just about to give up and call it a computer glitch, because nothing I did would allow me to attack the other fraction. So I used a cheat code to increase my Assassin’s ability, and I killed two different Fraction leaders in the same city. Then I used my Diplomat to negotiate a Alliance between fractions, they accepted, for the first time. Then numerous windows dropped down for the second time announcing I am an enemy of Rome and that I have the support of the people. Where I then turned around and attacked that same fraction that I just made an alliance with. The difference this time was that the game allowed me to attack them. So now I am on my way to completing the game, finally… I do believe the game must have been in a glitch mode, of some sort, for the game was just stuck in limbo.
