Can anyone explain this mechanic? I get the modifier when starting an Austria game. I think it is generated when I attack Venice despite the fact that I try to previously cancel the trade agreement.
Is there a lag period after the agreement is cancelled during which the modifier is still generated? Is it something else I don't understand?
It has been a problem.
There are some old threads you can look into on the same subject.
You must wait at least one turn after breaking the agreement before you can attack without penalty but the game has a way of sticking you with it in some odd ways.
