Question about Carthaginian reforms

Hello everybody, there is one question I wish to ask about the Carthaginian reforms:

In the FAQ, it reads that I must build "(L5 regional MIC)(royal_barracks_V1)" in five of certain settlements.

But what exactly is "(L5 regional MIC)(royal_barracks_V1)"?

Is it a) Build highest level regional MIC in these settlements

or b) Build highest level regional MIC AND first level of national MIC in these settlements

or c) Build something else in these settlements.

You have to build the lvl 5 Regional barracks there (so a type 4 gov too).

I was a bit puzzled too about it, but here is the answer (option a).

so whats the setlements in iberia ?

Check the EB FAQ, but as I recall its that you must build the lvl 5 barracks in 5 cities which can be any of the cities in Iberia, Italy or Africa.
