I'm not sure if it's possible or not, but I do remember that it's the desc_model_battle (not sure if that's the 101 % correct name :P) file that deals with this. Not that very helpful information I'm sure :P, but maybe someone else can answer your question more thoroughly (now that I've bumped this thread :) ).
And yes, it would indeed be quite awesome with falx-wielding cavalry. :D

Doing so would require altering the model file. You'd need to create a falx for the ktistai or copy one over, than place it rightly. Would require some learning in this field. And this doesn't take into account that you'd have to take care of the skin as well.
well, it's basically swap secondary weapon object with Drapanai or Romphaiophoroi falx, and modify the skin to accomodate the falx, but mind you, the Ktistai model is also shared with several non Getic units, that would be weird to use falx
