I am not sure I understand your question correctly, but if you are asking whether it is possible create a new type of building effect, then no. The effects of traits and those of buildings are different things. Obviously there is a certain amount of overlap (happiness and trade-bonuses, for example) but since buildings do not have a command-rating, adding command-stars to them wouldn't work.
