Well, I'd say you got confused and that Suleiman was the 7 star general all along, except that it does not explain how Selim got to Constantinople, so it can't be that.
The closest I've ever seen was in STW when one of my heirs was shy and refused to take command of a unit for a few turns after he came of age, and even that isn't much like what you saw.

I'm sure I couldn't have been mistaken about Suleiman's initial lack of stars. I'm very meticulous about this aspect of heirs and kings so I remember vividly my disappointment at seeing heir apparent without any stars.

Yeah, that's almost certainly a bug/glitch. I can only guess it's related to multiple heirs to the throne being in the same place when the old leader dies, but as to exactly how/why it occurred is a mystery.
At least it worked out for you, though!

They weren't in the same place - Suleiman was in Constantinople and Selim was in Castilla.
