i started as roman, the year now is 243 bc, and wanna make a better match for my armies, making my enemies stronger.
i already made the celtic reforms earlier, and gave as a gift lots of money to my enemies.
but i wish to make the carthaginian reform happen earlier, so they can fight with better units.
how can i make it?
