Please help with unit costs

I have looked everywhere for a mod that reduces ETW unit upkeep costs. Radious had one posted in a thread at TW Center, but the links don’t work, so now I reach out to my fellow Orgahs for help. Can someone provide me with a step by step instruction list that will allow me to mod all unit upkeep costs in ETW? It has to be detailed, as I am a complete modding noob.

I like to play a game involving many large stacks and big battles (both mine and the AI’s) and I find that the current economics of the game don’t allow that to happen.
