Recruitment in central italy

A thing ive noticed is that the game seems to be biased towards the Romans. They get cheap and hardy troops with excellent moral. Which is ok because im assuming they were made this way to show Rome as a superpower during the era. However it doesnt really work in H and VH campaigns as Lusitanians storm Europe and pwn the romans. What im really fustrated about is the lack of recruitment choices in central Italy for conquering factions. You need a lvl 2 barracks just to recruit rorarri which are skirmishers =.=
That means u need 1 turn for pacification, 3 turns for lvl 3 gov and 9 turns to make ur first unit in central italy. That means you are defending that settlement for more than 4 years with your army When you could be conquering the rest of Italy before rome gets its act together and sends 10 stacks of trirarii at you

I was wondering if anyone has made or knows a mod which increases recruitment options in Central italy (Rome, Arrentium and Arrimum) or at the very least allows u to recruit some kind of troops with a lvl 1 barrack?

Italy has a quite large merc pool. This is how i solve that problem. Or bring units for garrison duties from elsewhere.

perhaps you may mod in yourself some units? Samnite hastati and (etruscan) hoplitai, along with some leves, wouldn't seem out of place at all to compliment the italian roster. The hastati alone seem to be very decent (and cheap) cannon fodder with large shields, they make excellent zerglings for any army.
