Why are my units skipping?

So I put my graphic settings all on ultra and everything runs fine except on the battlefield. My units skip around and don't have solid movement.

I have 16 gigs of RAM and a 1 gig video card

Do you think it might be my video card that is causing the problem?

That would be my first bet.

Just turn some of the setting down a bit and see what you get.
