Why wont it create my Region?

Hello

I have modded Rome for a few months and have successfully created regions before, however I am working on a new mod called Silures Total War and I am creating a new region for the game in South Wales called Casgwent. I feel I have modded all files and have done so correctly yet the campaign still wont start. Its not that (at least I don't think) I have placed my town on a mountain or other terrain that stops the campaign starting as when this happens the screen freezes, goes black and turns off whilst now it returns to the "Single Player" Screen and on exiting displays the message "could not create settlement script line 2753".

Here is what I did step by step, please point out any errors I have made and if you see none then I will experiment with the placement of my town even though I feel nothing is wrong with that;

1. Create Mod Folder SiluresTW
2. Copy Data into folder
3. Change Target on icon to "C:\Program Files (x86)\The Creative Assembly\Rome - Total War\RomeTW.exe" -show_err -mod:SiluresTW -nm
4. Delete Map.rwm in C:\Program Files (x86)\The Creative Assembly\Rome - Total War\SiluresTW\data\world\maps\base (all files changed done under SilresTW path)
5. Edit map_regions to create my new region and place black pixel and a white pixel (white on coast black in centre)
6. Open descr_regions and input at bottom (highlighted in Bold what I entered) (Tabs are entered as information copied and pasted from the actual text files)

7. Go to descr_regions_and_settlement_names and enter following

8. Go to descr strat and enter under faction britons;

9. Go to imperial_campaign_region_and_settlement_name_lookup and input

10. Opne up game press start Britons campaign and the screen returns to "single player" screen and on exiting displays message "cannot create settlement script line 2753" on checking descr_strat this is the settlement i have inputed.

Please help tell me if I have done something wrong as I cannot think why the campaign crashes is this way when if i have put the black pixel over terrain that means a settlement cannot be placed it crashes in a completely different way.
