March of time not coming

Hi, there. In my Makedon campaign March of time is not coming, even though Rome
became a Huge city. Is there any particular thing I could do to fix it?
I really wonna make those Reformed phalanx.

There are basically two requirements for March of Time:

1. SPQR needs to be around.
2. a huge city needs to be built in Italy, in a city other than Rome.

Note that it is not required that SPQR owns / completes the building of the huge city.

in my campaign ,Romani is nearly wiped out by Lusitani :tongue: the city of Rome itself (Which of course is under Lusitani control) is now a Huge city but I'm not sure if any other city in Italy reached that level already ! So :

-Romans still trying to hold themselves in Sicily ,So will march of time triggers if they manage to build a Huge city in Sicily or only it should be in Italian mainland?
-How about if Romans being totally annihilated? Will this reform happens or not ?
-Can I make it to happen manually by editing the game's files?
