Key assignment

Thought I'd mess about with ME2 again, but I'm stuck on an issue that is a game breaker for me.

I can't get the campaign or battle map to behave, in particular, assigning Q and E keys as left rotate and right rotate doesn't work?!

I go into options even and manually assign them, the game just ignores the assignment, when I come back into the campaign map and I hit either key the program simply scrolls right or scrolls left w/o also rotating.

If I can't get this to work the way all subsequent TW games have work with this control scheme it will just prove too annoying.

What I find odd is this is supposedly the default configuration of the game for the total war key assignment scheme, yet it doesn't work?

Help.

Btw, one follow up note on this, the key assignments work fine in the battlescape, it's just in the campaign map where they refuse to work.

Same for Kingdoms too.
