change province

hi all.
I want to change/add another province, since i noticed that there is no place for the s.c. 'samnium area' (despite it was faaaar more important than , e.g. 'apulia)
I have read the answer of anubis88 in 2010, that says ' All the provinces are taken. It's 199 + 1 sea province IIRC'.
i have the tutorial for create provinces made for RTW, and i am pretty good with it.

QUESTION: is it possible to 'delete' one of the given provinces, and exchange it with another newmade province?

I wanna made samnium (guess, for example, that historically, that is the only proper area of recuitment for the 'extraordinarii' ).
Then i can share all my goals
