Sorry, don't know the answer to this one, I've never played hotseat.

Just curious, have you looked at the retrofit mod? It added all the features and fixes that came about between MTW2 vanilla launching and Kingdoms, could be what you've seen is folks playing MTW2 vanilla hotseat using retrofit.
