I found a bug in EB 2.1. I played with Makedonia 100 turns and I have no problems until now. I have just conquered Taras and I can't build the Hellenic supervision (government type) because the Metoikia (colony building) it's already done. The only option is the Strategia (military government). I think this is unintentional, because destroying the metoikia it's possible build both the hellenic supervision and the metoikia.
