from my experience, a lot of it appears to depend on the ethnicities your faction has access to. it's always been easy for me to get 'cultured' for my hellenes; a few turns in a city with a school seems to do the trick.
what factions do you typically play? they might have ethnic groups whose coding precludes acquisition. Any clues that say they're rural, or backward, or that kind of thing?

I've made these observations with 2 Roman campaigns and the academia has been located in Rome

In my experience you need to be patient having built your school - it can take many turns for the benefits to be felt. Like bornloser, I think the faction and ethnicities will affect the results. Like you, I'd welcome some input from someone who understands (or wrote!) the scripts.

Most traits have threshold higher than 1. This means that putting a person into academy MIGHT help him getting a few points toward a trait without actually gaining full level of it to this fact becoming visible. However it Might prove beneficial later on in his life as other events push him over the threshold of that trait more easily than if was missing the few invisible points he got back then in the academy.
A lot also depends on other proclivites of the character. His ethnicity and intelligence play a big role in how likely is he to benefit from academic studies.
And in the end it is statistics - as with all traits, the random-number generator has the final unpredictable say in this.

i try to build a school in all cities and reserve the upper two levels for factional/regional capitals. i send my young FM to the latter for training if at all possible. sometimes it takes and sometimes it doesnt. glad to know why.
