Trigger 0103_occupy_settlement_increase_global bug in descr_faction_standing.txt

There is a bug in descr_faction_standing.txt related to settlement occupation, reputation, and standing. Instead of occupying a settlement having a net positive effect on reputation and standing (which appears to be the intention), it has a net negative effect. It looks like the bug exists in 2.1b as well. Just wanted to bring it up again since it seems to have been forgotten.

As far as I know the bug is fixed in 2.1b which is the currently released version, if not 2.2 addresses it.
That bug report is from 2.01 which is older than 2.1b. ~:)
