After conquering Skodra and Dalminion with Makedonia, there's no way to recruit any units granted by government buildings. Is this a known issue/feature?

I can't do anything with your save, the only useful feedback is an error log.
In this instance, it's a known issue, it's the recruitment limitation script failing to unfreeze recruitment in that settlement for the player. It might take a few turns, or it may not unfreeze until turn 101 when that script switches off.

On turn 102 the recruitment pools are still blocked
And on turn 103? It may take a turn or two to refresh once it's unfrozen. It will probably also be empty, and have to refill as well.Quote:
