Watchtowers?

Being used to the provincial watchtower building in MTW 1 I have no idea what to do with the freely placeable watchtowers in MTW 2.

Do you place 1 in every province just as in MTW 1?
Or, due to limited field of vision, even 2 to cover the entire area in larger provinces?
Or only in provinces bordering enemies to show their army movement?

Good question.

In general the most important place to put them would be bordering other provinces but NOT in mountain passes or at river crossings you might want to block with a fort.
