[Boii] cannot get confederation government; cities do not have fertility bonus to pop

As a longtime EB1 fan, just want to say thanks for the work that the team has into EB2 to make such an awesome sequel!

While playing the Boii I noticed two possible issues:

1. I can't get confederation government in any of my towns, even in those that have met the prerequisites (large town with allied state government and 75%+ western tribal culture).

2. none of my towns get fertility bonus to pop growth, so that pop growth grounds to a halt around 5800 households. This doesn't appear to be a problem affecting AI towns, since plenty have grown into minor cities from large towns.
