1. Has any one found out how to set init conditions like Byz at war with Turks or a crusade ready for attack????
2. Is there a way to make the AI smarter??? Accept cease fires, expanding trade … etc
3. Is there a way to make the rebels provinces more aggressive????

1) Don't know.
2) Play on Expert level, but it won't do the things you mention better to my (limited) knowledge.
3) Using the cheat code .nuttermode. supposedly makes the AI more aggressive according to CA. Some that have tried this don't see any/much difference. Check out the Cheat Code thread in the Main Hall.
