Bribing sieged armies is easier?

I always find it pity when you have 1000+ men in a sieged citadel and see them starve to death or have to kill them in an assault.
Shouldn't it be easier to bribe them than a "free" army?

Now i think: sieged armies have usually lost their original general, so they have a rank 0 or even -1 taisho. AFK the lower the taisho leveel, the easier it is to bribe...

hehe, this could turn into a quite useful strategy.

I don't know about everyone else, but my bribes seldom work, even for poor generals. Is there any way to alter the offer?

My bribes work on lower honor taishos but i use an honor 2 emissary (my original emissary, that i constantly move around to keep alive).
