Are general stats random?
When you create a unit (whether royal knights or peasants), the leader will be generated stats of command, acumen etc. And then, given the time, they gain vices and virtues. However, sometimes I seem to feel that a certain unit say Urban Militia have slightly better opening stats, 4 command etc.
Are the stats random, or affected by the type of the unit, or affected by the buildings in a province?

Sometimes in any given year a historical hero will also be the general of the unit you are training. I know that for the French you get Baldwin of Boulogne and Godfrey of Bouillon pretty quickly and they're good generals (often appearing as Urban militia, being so early in the game.)

WHat if it is not a historical hero? Are there any rule for the stats generated for newly created troops?

I often find that if my King's dread is high then quite a lot of the units have pretty high dread too.
The command of some units is enhanced if you have an empire with advanced buildings, like military academies, and master swordsmiths/horse breeder etc. I don't recall ever producing vanilla units (non-historical that is) with more than +3 command though.

I dissagree. When i play as the byzantines and begin producing urban militia in the provinces that start with nothing about half come with one or two command.
