Teleportation through sea zones...

OK, the Spartans teleported into two islands today...despite the presence of my fleet throughout the turn. I did split the fleet, but only moved half of it out. They had a boat in the water, but should not have been able to invade my islands. Serious bummer.

I've noticed some issues with a couple of the connections between islands and water zones, but haven't got it all worked out yet to report the bugs. I know that I've been able to transport some troops out when my port was blocked...while playing as the Lydians, but I had a ship in water that connected to the territory.
