Mods for MTW that incorporate customizeable factions, names, units, etc?

Are there any mods for MTW (post VI addon) that contain a customizeble faction editor that appears prior to play? I know that there are separate utilities out there, but I'm wondering if anyone has actually incorporated it into a mod (like the MTW developers should have originally done)?

I haven't seen one that contains what you seek so far, maybe i'm wrong, i haven't played all the MTW mods.

I can pretty much safely say that that mod does not exist.

I don't think anyone has written a tool to completion either that allows the features you are suggesting but I could be wrong about this. It would be useful when starting making a mod and for consistency purposes to have an editor for these things but I don't think anyone has ever actually written one because most mod makers prefer to do it all manually or have already done so so they don't have to go back.
