I do not actually have RTW yet, nor do I know much about modding it. But when I do learn more I and many modding experts can post the answers to your modding queries, whatever they may be.

I am still not sure whether me posting this here is or is not OK with the mods.

OK, so, I'll start. Is it possible to create new graphics for RTW? If so, how do you unpack them from the index files?
