Hello!
I have some towns that do not develop at all.
Why is that?
-> does only size count?
They have not reached the next level of population.
-> does a "Shrine of Esus" prevent "upgraded" Shrines of Jupiter e.g.?
For example: If I smash the Esus Shrine, I can built a Shrine of Esus.
Assume the town grows. Would the Shrine of Esus "prevent" a Jupiter Tempel MK2?
The same applies to Muster Fields vs. Barracks in captured Gallic settlements.

Wehn it comes to culture I found it's best to find the ones with high cultural resistance destroy there culture building let them rebel exterminat the populace then build a shrine to a Roman god. And in some of my cities I have Gaul religous strucures still standing as they do'nt have 1 single negative point for culture difference, its the over rebllious ones that made an example for this

You can only build temples/shrines for your own culture. If your roman, you can only build roman temples. I also think it's best in the long run to destroy the other cultures shrine as you can't upgrade it and you only take a public order hit for the 2 rounds it takes to build a temple.
The other buildings aren't culture specific so it doesn't matter. You can just upgrade them when your city reaches the next level.
Also, if none of the buildings are selectable even though you have enough cash it'll be due to your not having a govenor in that city. When you start the campain there is an option to "manage all towns" If that's not selected, you can only control the build queue in towns that have a govenor in residence. You need to dissable AI building control first.
Cool, this is answering some questions I came looking for... including why there weren't any temples on the building flowchart for conquered towns!
Oaty, do you think it would work just about as well to enslave a town vs. exterminating it, in terms of keeping order? It sure reduces the population. (But does it then cause population problems elsewhere, from other cities growing fast? and/or do other cities inherit culture problems from the slaves??)
REDKNIGHT My oppinion on enslaving should only be done in the beginning. I felt exterminating was a bit harsh unless they were revolting like crazy but once I learned you are only hurting yourself by letting the population be I've been using methods of population control. When you enslave all you are really doing is shoving the population and problem elsewhere. It would be nice if the game was programmed that if you are nice and only execute and enslave rebellious cities that it would suppress rebellions from newly conquered territories as they know the consequences and will try to keep peace. Maybe the game is programmed that way but when you become huge rebellions are expected regardless.
As far as population control (only once you have a decent empire and do'nt need people desparately to train troops) when I take the city if it has 4000 or more people i exterminate them taking there population down and if its still big I train a whole bunch of troops in que taking the population down further they then catch up to the campaigning general as reenforcements. The last few that are trained are usually town watches and maintain the city.
Just as a side note if your general is leaving you can que up to 9 units and some buildings so that the town has those things to build up on the only downfall is you need the money in advance to do so.
The thing about religious buildings is that they are limited by faction. Each roman faction can only build 3 kinds of temples to 3 gods, building one kind in a cities precludes the other 2. I can't remember the mix now but Jupiter saturn mercury mars and vulcan are covered. This shrine of Esus is non-roman I assume right? Well if it's bonuses aren't aligned with the bonusees of your roman faction you can't build over it. I did this as the Brutii where I build a large temple of Mercury over a temple of Hermes in a city I took from the greeks. Also if you smash the shrine of Esus you won't be able to rebuild it.
